And five other players are within two shots of the lead as the leading groups approached the turn.
Grégory Bourdy, Paul Lawrie and Ross Fisher are all a shot further back with Steve Webster and Søren Hansen on 14 under par.
Order of Merit leader Karlsson was a shot behind Quiros after the third round had been belatedly completed this morning.
But the Swede - looking to win his third successive event on The European Tour - recovered from an early bogey with three consecutive birdies from the third to be two under for his round through six holes.
Quiros had two birdies and a bogey in his first three holes before a string of pars left him one under for the round after six holes.
Bourdy produced several early birdies to move into contention but fluffed his approach to the seventh and a bogey saw him drop into a tie for second.
Lawrie registered four birdies in his first eight holes without dropping a shot, while Fisher was one under for the round after six holes.
